Answering a question in the Rajya Sabha, whether the activities of ISI and ULFA are increasing constantly in the North-Eastern States, the Minister of State for Home, Shri S. Regupathy told the House that the ULFA is mainly active in the State of Assam, though recently it has spread its activities in the neighbouring States of Meghalaya, Arunachal Pradesh and Nagaland. Though, there is no report of direct involvement of ISI in the violence in North East, there are reports that ULFA has links with ISI.
The action taken by Government to check the activities of ULFA inter alia include declaring the organization as Unlawful Organisation under Unlawful Activities (Prevention) Act, declaring the whole of Assam and its 20 kms belt with Meghalaya, Arunachal Pradesh and Nagaland as disturbed area under Armed Forces (Special Powers) Act and functioning of Unified Headquarters to coordinate Counter Insurgency operations by Army & Security Forces against ULFA and other militant outfits.
