The Union Government is putting emphasis to bring about comprehensive changes in schemes pertaining to the welfare of Scheduled Tribes by making them collectively beneficial.
Since the Schemes of the Ministry were subjected to zero based budgeting at the time of launch of Tenth five Year Plan, comprehensive changes were brought out in the guidelines for release and utilization of funds under Special Central Assistance to Tribal Sub Plan (SCA to TSP) and also Article 275(1) of the Constitution. The revised guidelines emphasize on community based income generating activities and creation of critical infrastructure in tribal areas.
SCA to TSP is provided to 21 Tribal Sub Plan States namely Andhra Pradesh Assam, Bihar, Gujarat, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Orissa, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, West Bengal, Jharkhand, Chhattisgarh and Uttaranchal.
The grant under Article 275(1) of the Constitution is provided to all TSP States and 4 Tribal majority States, namely, Arunachal Pradesh, Mizoram, Meghalaya and Nagaland.An amount of Rs. 497.00 crores under SCA to TSP and Rs. 330.00 crores under Article 275 (1) of the Constitution is proposed to be spent during the year 2004-05.
