The Flash Report of the Project Monitoring Division of the Ministry of Statistics and Programme Implementation for October-2004 says that 58 Central Projects i.e. 50 in Road Transport, 2 each in Petroleum and Power and one each in Railways, Coal, Steel, Shipping and Telecom Sectors have reported additional delays in the range of one to thirty months, over the completion dates detailed in the previous month. The remaining 261 projects did not report any additional delay.
The October Flash Report carries information on the status of 319 projects in the Central Sector each costing Rs.100 crore and above. Nine new projects were taken up for monitoring and four projects i.e. three in Road Transport and one in Petroleum Sector were taken off its monitor. One project in Telecom Sector has been dropped on account of change of scope. Out of these 319 projects, 43 are Mega projects costing Rs.1000 crore and above. The Flash Report also states that 80 Railway projects do not have any information on the latest date of commissioning. The Ministry of Statistics and Programme Implementation has alerted the concerned administrative departments to take appropriate measures, in order to prevent further delays and cost-escalation.
The Loktak Project of the National Hydro-Electric Power Corporation is the only project which has reported additional delay upto 30 months in its commissioning, due to law and order problem in the region, while in other cases, the additional delay is between one to twelve months. The Telecom Project dropped on account of change of scope relates to the 2NT & 3RD Generation Mobile Communication, after an initial expenditure of Rs.29.30 crore. The project approved in March 2003 at an estimated cost of Rs.147 crore, was originally scheduled for commissioning in March 2006.
Five projects, i.e. Kaiga units 3 and 4 in the Atomic Energy Sector, the Namrup Plant Revamp in Fertilizer Sector and the Integrated Para Xylene, Panipat Refinery expansion and DHDT & MSQ Project at Mathura refinery, all in the Petroleum Sector, have reported higher slippages during the month under report and the concerned Ministries alerted.
