Minister for Urban Development and Parliamentary Affairs, Shri Ghulam Nabi Azad has congratulated Lt. Governor, Delhi, Shri B.L. Joshi for ordering CBI inquiry against five Cooperative Group Housing Societies in Delhi in July 2005. The following is the full statement of Shri Azad;
DDA in discharge of its obligation, for providing shelter, to different categories of persons, makes houses of different categories on its own and also allots land to Cooperative Group Housing Societies, besides giving some plots under Rohini Registration scheme or plots in lieu of large scale acquisition of land. In September 2003, DDA asked the Registrar of Cooperative Societies, Delhi to verify and forward names of 80 Cooperative Group Housing Societies, for consideration for allotment of land by the Authority. DDA allots land to Cooperative Group Housing Societies in the order of their seniority, with duly verified membership of the same forwarded to the Delhi Development Authority by the Registrar of Cooperative Societies, Delhi. Since the number of plots available with DDA for allotment to Cooperative Group Housing Societies was limited, it was intimated to the Registrar of Cooperative Societies, Delhi that names of eligible societies be forwarded by 31st October 2003. The Registrar of Cooperative Societies, however, continued to send more and more names. The Registrar of Cooperative Societies, Delhi forwarded, in different installments, a total of 135 societies to DDA. In the meantime, allegations were leveled as regards the inter se seniority of the Cooperative Group Housing Societies, recommended by the Registrar as also the membership of the societies, which were alleged to be bogus. In the meantime, a writ petition was filed in the High Court of Delhi titled Yogiraj Krishna CGHS Vs DDA and others making allegations with reference to the list of 35 societies sent by Registrar Cooperative Societies on 30.5.2004. Therefore, the DDA referred the entire matter to the Registrar of Cooperative Societies for proper verification and report before allotment of land could be considered.
On the basis of the verification and investigation done by the Registrar of Cooperative Societies, Delhi, it was noticed, that indeed there were irregularities in the entire process of forwarding of names and verification of the membership of the Cooperative Group Housing Societies. Lt. Governor, Shri Joshi took positive initiative for ordering an inquiry by CBI in the case of five societies. In July 2005, the Lt. Governor of Delhi ordered that 5 cases, viz. Taj Society, Sartaj Society, AMP Society, Venkateshwar Society and Rajeshwari Society be referred to the CBI for investigation and in respect of the remaining 130 cases, inquiries be conducted by Departmental officials. The CBI took up the investigation of these cases and conducted raids on 1st August 2005 at the residences of some officials and alleged scamsters. High Court of Delhi, in the matter pending before it, passed an order on 2nd August 2005 that all the cases of 135 should be investigated by the CBI. Thus, it can be seen, that no land has been allotted to any of these 135 Cooperative Group Housing Societies. Their names had only been forwarded by the Registrar of Cooperative Societies, Delhi to DDA. But DDA returned them back for proper scrutiny and verification. During this verification, irregularities came to notice, hence the investigation. In this case, as matter of fact, the scam has been prevented by the vigil and caution exercised by the officials of DDA and action initiated by the Lt. Governor of Delhi. The government will take stern and exemplary action against those found guilty once the CBI inquiry is completed.
