The reservation for handicapped in admission for higher education has not been abolished. Section 39 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 provides that all Government educational institutions and other educational institutions receiving aid from the Government, shall reserve not less than three per cent seats for persons with disabilities.

This was stated by the Minister of State of Social Justice and Empowerment, Smt. Subbulakshmi Jagadeesan in a written reply in Lok Sabha.

In reply to another question, Smt. Jagadeesan said that the University Grant Commission (UGC) and Council of Scientific and Industrial Research (CSIR) provides fellowship to SC/ST students to undertake advanced studies and research leading to M. Phil/Ph.D degrees under the scheme of Junior Research Fellowship (JRF) in Humanities, Sciences and Social Sciences and JRF in Engineering and Technology.
