Minister of Home Affairs, Shri Shivraj V. Patil, Chairman of the Committee of Parliament on Official Language, submitted the Eighth Part of the Committees Report to the Honble President, here today.
The Eighth Part of the Report submitted by the Committee, is based on inspections of 1205 small and large Government and semi-Government offices / Public Sector Enterprises and evidences of 72 eminent personalities obtained from January, 2002 to March, 2005. It consists of four sections. The first section sheds light on the constitution and activities of the Committee of Parliament on Official Language; the follow-up action taken on the last seven parts of its Report and an outline of the Eighth Part. In the second section of the Report, an analysis has been made of the information obtained during the inspections conducted by the Committee from 1st January, 2002 to 31st March, 2005. It includes a Ministry-wise and region-wise evaluation of the position of compliance of Section 3 (3) of Official Languages Act, 1963; Rule 5 of Official Language Rules, 1976; Presidential orders in respect of correspondence in Hindi publications, codes / manuals and training etc.
In addition, a summary of the discussion held by the drafting and evidence sub-committee with various Town Official Language Implementation Committees has also been presented. In the third and important section of the Report, the Committee, on the basis of its experience, has reviewed the position of purchase of Hindi books, computerization, provision in the Recruitment Rules for compulsory knowledge of Hindi, position of Hindi posts, availability of Hindi medium in the educational and training institutes, expenditure on Hindi advertisements in the Central offices and use of Hindi in the commercial activities of the Public Sector Enterprises. In the Fourth Section of the Report, the Committee has presented its recommendations on the basis of the conclusions drawn by it in the Chapters included in the first three sections of the Report.
The Committee of Parliament on Official Language was constituted in the year 1976 under Section 4 of the Official Languages Act, 1963 to review the progress made in the use of Hindi for the official purposes of the Union and submit a Report to the Honble President making its recommendations thereon. The Committee has a total of 30 members (20 from the Lok Sabha and 10 from the Rajya Sabha), who are elected on the basis of proportional representation of the parties. The Committee, while discharging its statutory obligation, has so far submitted Seven parts of its Report to the Honble President and orders of the Honble President have also been issued on all these parts.
The Eighth part of the Report has the approval of all the 30 members. Members of the Committee, who were present on the occasion include its Deputy Chairperson, Smt. Sarla Maheshwari, Convenor of the First Sub-Committee, Shri Jai Prakash, Convenor of the Second Sub-Committee, Dr. Laxmi Narayan Pandey and Convenor of the Third Sub-Committee, Prof. Ram Dev Bhandari. The Committee has requested the Honble President to cause issue of orders on the recommendation of the Committee contained in the Eighth Part of its Report at the earliest.
