The second round bi-lateral meeting between India and Sri Lanka was held here yesterday to discuss various issues concerning Sethusamudram Ship Channel Project. The meeting was in continuation of the first bi-lateral interaction on this Project held in January this year.
In the deliberations it was decided that the technical level discussions to arrive at a common understanding for addressing environmental concerns would continue and to hold the next meeting of experts at a mutually convenient time shortly.
Specific discussions were held on issues pertaining to hydrodynamic modelling assumptions, environmental measures for sustainability of the marine ecosystem within the Channel and its adjacent areas, possible impact on fisheries resources and fisheries dependent communities and measures to cope with navigational emergencies.
Detailed presentations were made to the Sri Lankan delegation by the Indian experts, covering the issues in question. It was explained to the Sri Lankan delegation that the Channel alignment had been finalised to ensure that the marine environment would not get affected adversely and to restrict the quantity of dredging to the optimum level. Indian Coast Guard representative briefed the delegation on the Oil Spill Management Plan and Indian preparedness to deal with navigational emergencies.
During deliberations, both sides discussed concerns relating to environmental aspects of the Project which could affect Sri Lanka. Both sides agreed to an arrangement to share relevant data for this purpose which could enable them to assess and monitor the environmental impact of the project.
Mr. A. Hewage, Adviser in the Ministry of Ports & Aviation, led the 17-Member Sri Lankan delegation comprising of experts from National Aquatic Resources Research & Development Agency (NARA), Marine Pollution Prevention Authority, Industrial Technological Institute, Geological Survey and Mines Bureau, Central Environment Authority, University of Ruhuna, Navy and Ministry of Foreign Affairs. The Indian delegation was led by Mr. D.T. Joseph, Secretary, Department of Shipping.
