The Draft of the revised Guidelines relating to Members of Parliament Local Area Development Scheme is ready and has been referred to the Committees of MPLADS of both the Lok Sabha and Rajya Sabha for approval and finalization. . The main aim behind the revision is to simplify the Guidelines and identify responsibility and accountability at different administrative levels, for the effective implementation of the Scheme.
As on 30th June 2005, the government had released nearly Rs.14,059 crore for MPLADS. The amount available with Nodal District Authorities including interest is about Rs.14,344/- crore. The amount sanctioned so far totals Rs.13,447/- crore i.e. nearly 95.65 per cent of the total released.
The expenditure incurred under the scheme so far amounted to over Rs.12,283/- crore i.e. 87.37 per cent of utilisation over the released amount. The unspent balance as on date totalled Rs.2060.65 crore.
Though Mizoram tops the list with 94.77 per cent utilisation of the amount released under MPLADS, almost all the States have reported a utilisation percentage of 75. Lakshadweep is the only State/UT whose utilization happened to be 74.84 per cent.
Uttar Pradesh tops with an unspent balance of Rs.297.06 crore followed by Maharashtra Rs.181.89 crore, Andhra Pradesh Rs.171.02 crore and Bihar Rs.163.76 crore. The UT of Dadra and Nagar Haveli figured with the lowest amount of unspent balance i.e. Rs.1.85 crore, followed by Andaman and Nicobar islands Rs.2.08 crore, Mizoram Rs.2.20 crore and Chandigarh Rs.2.24 crore.
