The 61st Round of the National Sample Survey i.e. the Data Collection on consumer expenditure, employment and unemployment has been completed and compilation has begun. The National Sample Survey Organisation this time covered a total of 12784 sample villages/blocks selected from different parts of the country. The Planning Commission uses the Data collected from the survey, for estimating the incidence of poverty.
Meanwhile, the Government has clarified that it has made certain changes in the methodology for the collection of Household Consumer Expenditure Data. This is to help facilitate estimation of poverty accurately and efficiently. The poverty estimation is derived using this Data collected by the National Sample Survey Organisation every five years. The Minister for Statistics and Programme Implementation, Shri Oscar Fernandes told Parliament that poverty estimates are not prepared by using the National Accounts Statistics. Hence there is no question of differences in poverty estimation.
In the 55th Round of National Sample Survey, the Data on Household Consumer Expenditure was collected from each sample household using two reference periods i.e. the last seven days and last 30 days for items like food, pan, tobacco, and intoxicants. But information on the consumption of clothing, footwear, durable goods, education and medical services was collected only for one reference period of last 365 days. However, during the 50th Round of National Sample Survey, information from sample household was collected for only one reference period i.e. the last 30 days, in case of items like food, pan, tobacco and intoxicants. But information on consumption of clothing, footwear, durable goods, education and medical services was collected for two different reference periods i.e. the last 30 days and the last 365 days. Hence this necessitated some changes in the methodology to streamline the same.
