The latest Status Report of the Infrastructure and Project Monitoring Division, Ministry of Statistics and Programme Implementation, for the quarter January March 2005, says that the number of projects showing cost over-run with respect to original approved cost, totalled 210, while the number of projects reporting time delays with respect to the original commissioning schedule were 263. In terms of percentage, the cost over-run amounts to 64.1 per cent and the delay ranged from 1 to 252 months.
According to the Report, 330 out of a total of 674 projects, each costing Rs.20 crore and above, were to be commissioned during the period 2004-2005. But the projects completed till 31st March, 2005 were 130, at a total cost of Rs.44,629 crore. At least 122 projects have slipped beyond March 2005, 49 projects completed partially, 3 projects dropped and the latest status is unavailable in case of 26 other projects. The Report pointed out that most of the projects which do not have a firm date of commissioning belonged to the Railways Sector. Of the total 674 projects, 45 are mega projects costing Rs.1000 crore and above, 301 major projects of Rs.100 crore and above and 328 medium projects of Rs.20 crore and above.
The overall percentage cost over-run with respect to the original estimates of all these projects amounts to 17.7 per cent. But compared with the latest revised /sanctioned estimates, the cost over-run is 8.4 per cent only. The original estimated cost of the 674 projects total Rs.2,29,306 crore, latest approved cost Rs.2,49,071 crore and the anticipated cost Rs.2,69,902 crore. Expenditure incurred till March 2005 amounted to Rs.1,11,165 crore.
