A Committee of Secretaries recently reviewed the Rail Projects costing Rs.100 crore and above. This forms part of the Ministry of Statistics and Programme Implementation’s monitoring of the progress of infrastructure projects. At another meeting, the Minister Shri Oscar Fernandes reviewed the Central Sector Projects relating to Coal and Health and Family Welfare.

A large number of infrastructure projects in various sectors report delays and additional delays, due to a variety of reasons, including problems relating to land acquisition, litigation, rehabilitation, contractor/labour problems, finances etc. To cut down time delays and the resultant cost escalation, the Ministry periodically reviews the projects with the concerned Departments to know their progress. As on date, more than 130 projects, out of over 300 infrastructure projects, each costing Rs.100 crore and above are encountering time delays. The delays ranged anywhere between one to 160 months.

The Committee of Secretaries particularly reviewed those Railway Projects which are yet to be assigned a definite date of commissioning. 78 Railway Projects belong to this category. According to the last Flash Report of the Ministry on Central Sector Projects costing Rs.100 crore and above, there were 128 Railway Projects, with 80 yet to be assigned latest date of commissioning. There were 8 projects in the Coal Sector, with maximum delay ranging upto 84 months. The delay in case of two projects in the Health and Family Welfare Sector was about 3 months. In case of some Railways projects the delay ranged over 160 months, due to complex constraints, the report adds.
