The Government today constituted two official Committees to implement the assurances given by the Prime Minister and the Home Minister in Parliament concerning compensation and other kinds of relief to the victims of the 1984 riots. One of the two Committees will go into the adequacy and uniformity of compensation given to the surviving family members of those killed in the riots. The other Committee will deal with the issue of providing additional livelihood support/employment , etc.
The first Committee is headed by Shri K.P. Singh, Special Secretary in the Ministry of Home of Affairs and will consist of the Secretaries in charge of Relief of the States of Uttar Pradesh, Madhya Pradesh, Haryana, Bihar, Himachal Pradesh, Orissa, Maharashtra, Uttaranchal, Jharkhand,Chattisgarh and Delhi, and representatives from the Ministry of Finance. The terms of reference of this Committee include examination of the adequacy and uniformity of compensation given to the surviving family members of those who were killed; additional compensation required to be given to bring about uniformity, and possible enhancement. The Committee will also oversee the implementation of the payment of additional compensation. The Committee has to complete its task in a period of two months.
The Second Committee will be headed by Dr.D.K.Shankaran, Secretary (BM) of the Ministry of Home Affairs. It will consist of the Home Secretaries of the States from where killings were reported as well as Punjab where several victims have been rehabilitated , representatives of Ministry of Finance and the Joint Secretary in charge of Police in Ministry of Home Affairs. This Committee will look into the adequacy of relief and rehabilitation measures taken for the victims of the riots by various States/UTs; work out the details of the additional relief in terms of livelihood support and employment to eligible family members required to be given now (this will include the possibility of employment in Central paramilitary forces also); lay down the critieria for providing employment and other relief measures worked out. This Committee will also oversee the implementation of the additional relief measures required. The Committee has been given two months to complete its work.
