As per the existing scheme of financing Relief Expenditure, the State Governments concerned are responsible for undertaking relief and rehabilitation measures in the areas affected by natural calamities, including floods, out of the corpus of the Calamity Relief Fund (CRF), which is contributed by the Government of India and the State Government in the ratio of 3:1. The Government of India supplements the efforts of the State Governments by providing financial and logistic support, wherever necessary. In case the calamity is of a severe nature and the funds available in the States CRF account are not sufficient to deal with the instant calamity, additional assistance is provided to the States out of the National Calamity Contingency Fund (NCCF), after following the laid down procedure.
A statement showing the release of Central share of Calamity Relief Fund (CRF) and assistance from National Calamity Contingency Fund (NCCF) to the various States since May 2005, which have reported damage in varying degrees due to heavy rains/floods during South West Monsoon-2005, is as follows :-

#Prime Minister has directed the Home Ministry on 16th August to release additional Rs.300 crore to Karnataka from NCCF
The distribution of relief on the ground at various places affected by natural calamites including floods is the responsibility of the concerned State Government. The State Government undertakes necessary rescue and relief operations including evacuation and shifting of the people to the safer places, setting up of a relief camps, providing gratitude relief, distribution of essential commodities, provision of safe drinking water, out of the funds available in the States CRF account.
