The Ministry of Information & Broadcasting has accepted nine of the ten recommendations/observations contained in the 9th Report of Standing Committee on Information Technology on the Working of Directorate of Advertising and Visual Publicity (DAVP).
DAVP has initiated action in consonance with the recommendations of the Standing Committee and has started preparing multi media publicity plans for Ministries/Departments on annual basis. These plans have been sent to the client Ministries/Departments for finalization so that they can earmark funds for DAVP in advance. DAVP has also undertaken coordinated publicity campaigns on behalf of the Government of India funded from its own budget.
With a view to implement the recommendation of putting in place a monitoring mechanism of advertisements released by Ministries/Departments directly and not through DAVP in violation of Government instructions, DAVP has set up a cell at its headquarters to monitor such cases. In respect of PSUs/autonomous bodies where Indian Newspaper Society (INS) members are not publishing advertisements at DAVP rates, the Department is pursuing with the newspapers through newly constituted Rate Structure Committee (RSC) to prevail upon them to accept advertisements of PSUs/autonomous bodies for release. Taking into consideration the views eliciting by the newspaper bodies, DAVP is finalizing its suggestion for classification of newspapers for consideration of the Ministry.
