As per the latest Status Report of the Infrastructure and Project Monitoring Division, Ministry of Statistics and Programme Implementation, 156 Central Sector Projects were awaiting the latest approved completion schedules or anticipated date of completion. The Report speaking of the progress of implementation of Central Sector Projects for the 4th quarter of the last financial year, pointed out that out of these projects, 132 were in Railways, 8 in Telecommunications, 6 each in Shipping and Ports and Urban Development and one each in Civil Aviation, Power, Information and Broadcasting and Health and Family Welfare Sectors.
The anticipated cost of these 156 projects is around Rs.29,420 crore against the originally estimated cost of Rs.23,256 crore. The total expenditure incurred on these projects upto the end of 31st March 2005, was about Rs.4712 crore. The Ministry of Statistics and Programme Implementation has brought this to the notice of the concerned ministries and departments and urged them to take remedial measures to remove the hurdles and assign the anticipated date of completion at the earliest.
Sector-wise, the status of 674 central projects by the end of March, was that 21 projects were progressing ahead of schedule, 185 as per schedule, 263 delayed, 156 awaiting latest completion schedule and in case of 49, the date of commissioning is yet to be firmed up. The cost of Central Sector Projects range from Rs.20 crore to thousand crore and above.
The Report pointed out that time and cost over-runs have been a major problem affecting the progress of implementation of the Central Sector Projects. An analysis of cost over-runs of 263 delayed projects during the 4th quarter of the last fiscal year, showed that 16 projects alone, contributed to more than 90 per cent of the cumulative cost over-run, among all the delayed projects.
