The Ministry of Statistics and Programme implementation has decided that all the recommendations of the Rangarajan commission will be implemented and put into effect within a year. Dr. Rangarajan has made over 600 recommendations to make the Indian Statistical system and data collection very effective and highly reliable. The Centre has already implemented over 200 recommendations of the Rangarajan Commission including the most important one, being the setting up of the National Statistical Commission through an executive order with a modicum of authority. But the NSC will be made statutory in a years time, by which all the remaining recommendations of Dr. Rangarajan would be made effective.
The Ministry has, however, made it clear that the responsibility of implementing these recommendations rests with the concerned Ministries and Departments of the Government of India and the State governments. The Ministry on its part has already initiated a number of steps to expedite the implementation of the recommendations, including the setting up of a Empowered Committee to review and guide in the implementation process, monitoring the progress of implementation through an inter ministerial co-ordination mechanism, setting up of eight special committees, to take care of the technical aspects and holding regular meetings with central and state statistical organisations.
The eight technical committees are currently engaged in preparing base papers for drawing road maps for the implementation of the recommendations of the Rangarajan Commission. The Commission in its report had made a total of 623 recommendations covering administrative and technical requirements for strengthening and improving the Indian Statistical System.
