The latest Progress Report on the 20 Point Programme for the period April 2004 to January this year, issued by the Ministry of Statistics and Programme Implementation says, Uttaranchal topped the list of States, while Manipur logged behind with the last place.
Going by Schemes, while Kerala topped the list in the distribution of surplus land, Madhya Pradesh captured the last place. In case of drinking water supply, Orissa has been doing the best followed by Nagaland and Kerala. All the other states did poorly, in the implementation of this scheme.
In case of Health-care, the implementation has been very tardy by most States. Coming to setting up of Community Health Centres, Haryana alone did extremely well, achieving nearly 180 per cent of the target, followed by Maharashtra, Uttaranchal and Rajasthan. Rest of the States could not even achieve 20 per cent of the target.
In Primary Health Centres, Nagaland alone achieved eight times the target, while Haryana managed to cross the target. All the other states remained much below the target. Even in case of immunization of children, Jharkhand alone achieved about seven times the target followed by Chhatisgarh, Mizoram, Nagaland achieving double the target. Most States were below target and some States like Bihar, Arunachal Pradesh, Meghalaya etc. did very poorly. However, almost all the States achieved nearly hundred per cent of the target as far as the ICDS was concerned. Only Bihar and Jharkhand were below 70 per cent of the target, in Integrated Child Development Services.
Among the Twenty Points, setting up of Primary Health Centres and Community Health Centres, both pertaining to Health-care, the performance of the States has been much below the desired level.
Except for, energisation of pump sets, low income group housing, distribution of surplus land, immunization of children and housing for the economically weaker sections, the over all performance of the States has been, much below the expectations.
