The 59th round of the National Sample Survey on Household Consumer Expenditure and Employment-Unemployment situation has thrown up another interesting feature relating to the money spent on consumption of pan, tobacco and intoxicants both by the rural and urban households. On All India basis the average expenditure of a person for 30 days on these three items, among the urban population was Rs. 16.08 while the country cousins spent Rs.14.28. The survey was conducted by the National Sample Survey Organisation of the Ministry of Statistics and Programme Implementation during the period January-December 2003.
Meghalaya tops the list with per person per 30-day expenditure on the consumption of pan, tobacco and intoxicants amounting to Rs.43.28, the highest among the States. What is significant is that the figure emanated from the rural population of the State. Bihar accounted for the lowest expenditure on these items with the rural people spending Rs.6.61, while the urbanites incurring Rs.8.02.
The survey also revealed that the monthly per capita expenditure on Pan, tobacco and intoxicants was higher in the North-Eastern States as well as the Union territories. In North-Eastern states it was Rs.30.67 while in Union Territories Rs.30.70, among the rural population. Urban- wise also North-Eastern States and Union Territories accounted for higher per capita expenditure on these three items. It was Rs.33.41 in case of North-Eastern States and Rs. 28.14 for union territories.
Tripura rural population followed with the second highest figure of Rs.28.56. In West Bengal, the figure was Rs.11.97 rural and Rs.21.87 urban. In case of Kerala the figure was Rs.23.10 rural and Rs.21.50 urban. Like wise, in several states, the per capita expenditure on these three items among the rural and urban populace was nearly the same.
