setting up of administrative reforms commission

The Union Cabinet today approved setting up the Second Administrative Reforms Commission (ARC) as a Commission of Inquiry to give recommendations in the field of Administrative Reforms. The Cabinet also decided to set up a Group of Ministers to finalize the details of areas which may be looked into by ARC.


Some of the areas which may be covered are :



Organisational structure of the Government of India


Ethics in governance


Refurbishing of Personnel administration


Strengthening of financial management systems


Steps to ensure effective administration at the State level


Steps to ensure effective district administration


Local Self Government / Panchayati Raj Institutions


Social Capital, Trust and Participative public service delivery.


Citizen-centric Administration


Promoting e-governance


Issues of Federal Polity


Crisis Management


Public Order


The ARC is being set up to prepare a detailed blueprint for revamping the public administration system. The composition of the ARC will be a Chairperson, four Members, and a Member-Secretary. The Member-Secretary will be an officer not below the rank of Additional Secretary to the Government of India.


The Commission will submit its report to the Government of India within one year of its constitution. A sum of Rs. 8 crore has been provided towards the expenditure of the ARC.


The first Administrative Reforms Commission was set up vide Ministry of Home Affairs (Deptt. Of Administrative Reforms) Resolution dated January 5, 1966 to examine the public administration and make recommendations for reform and reorganization where necessary.
