Two vacancies had arisen in the legislative assembly of the State of Tamil Nadu from 26-Kancheepuram A.C due to death of Shri S.S.Thirunavukkarasu on 22nd November, 2004 and from 15-Gummidipundi A.C , due to death of Shri K.Sudarsanam on 9th January, 2005.

Revision of electoral rolls for both the constituencies was undertaken by the Election Commission under a condensed programme and final publication of rolls were done on 7th April, 2005. Taking into account all factors in this behalf and constitutional obligation of the Commission to hold bye-elections in time, the Commission has decided to fill up the aforesaid vacancies under the following programme:-

(a) Issue of Notification: 18-04-2005 (Monday)

(b) Last date of making nominations: 25-04-2005(Monday)

(c) Scrutiny of nominations: 26-04-2005(Tuesday)

(d) Last date for withdrawal of 28-04-2005(Thursday)

(e) Date of poll, if necessary: 14-05-2005(Saturday)

(f) Date of repoll, if necessary: 15-05-2005(Sunday)

(g) Counting of votes: 16-05-2005(Monday)

(h) Date before which election shall 18-05-2005(Wednesday)

ELECTRONIC VOTING MACHINES

The Commission has decided to use Electronic Voting Machines in both the bye-elections in all polling stations. Adequate number of Electronic Voting Machines are already available in the State and all steps have been taken to ensure that the poll is conducted smoothly with the help of these machines.

IDENTIFICATION OF VOTERS

In consonance with the past practice, the Commission has decided that compulsory identification of voters will be made in both the bye-elections. In order to ensure that no voter is deprived of his/her franchise if his/her name figures in he electoral roll, separate instructions are being issued to allow additional documents of identification of voters in the constituencies.

MODEL CODE OF CONDUCT
The Model Code of Conduct comes into force with effect from today itself i.e. April 15, 2005. The Model Code of Conduct will apply in whole of the Kancheepuram district and Thiruvallur district. This will be applicable to all political parties and to the State and Union Government as far as the abovementioned districts are concerned.
