Burning of dry leaves emits smoke and other noxious gases which affects the ambient air quality in cities. Under Schedule II of the Municipal Solid Wastes (Management and Handling) Rules 2000, (MSW Rules) notified vide S. O No. 908 (E) dated 25th September 2000, burning of dry leaves and garbage wastes has been prohibited.
Many State Governments/Local Bodies in the country have taken initiatives for setting up of waste processing facilities based on composting, vermi-composting or anaerobic digestion technology. As per MSW Rules, in order to ensure proper disposal of Municipal Solid Wastes, the Municipal Authorities are required to set up waste processing facilities for biodegradable waste including dry leaves.
This information was given by the Minister of Environment and Forests Shri A. Raja in a written reply to Member of Parliament Shri Asaduddin Owaisi in Lok Sabha today.
